303 Overwatch A.S.B.L., a Luxembourg-based nonprofit focused on protecting inner and outer space, has announced a strategic partnership with THE SIGN, a digital media platform and trusted space cybersecurity ecosystem. As part of the collaboration, William O. Ferguson will serve as volunteer Chief Artificial Intelligence Officer for THE SIGN 2.0, helping lead the next phase of the EU Space Cybersecurity Hackathon and advancing responsible AI, cybersecurity innovation, and transatlantic talent development.

303 Overwatch A.S.B.L, the Luxembourg-based nonprofit dedicated to protecting Inner and Outer Space for the future of humanity, is pleased to announce a strategic partnership with THE SIGN, the digital media outlet and HI* (human intelligence multiplied by AI) ecosystem of trusted space cybersecurity experts, to support the launch and growth of THE SIGN 2.0.
As part of this nonprofit collaboration, William O. Ferguson, a volunteer with 303 Overwatch focused on research and development, an IEEE Senior Member, and a volunteer instructor, will support TheSIGN 2.0 in the capacity of Chief Artificial Intelligence Officer (CAIO). Mr. Ferguson brings to the role a credentialed foundation purpose-built for trustworthy AI leadership in cybersecurity-adjacent environments:

Within this CAIO engagement, a central focus for Mr. Ferguson will be helping shape the next iteration of the EU Space Cybersecurity Hackathon, which Mr. Ferguson architected last year in Madrid, Spain. Hosted on October 17 and 18, 2025 at DIGITALIZA Madrid and led by the Agencia de Ciberseguridad de la Comunidad de Madrid, the 2025 edition convened five international teams from Spain, Italy, Germany, and Luxembourg, and merged artificial intelligence, post-quantum cryptography, and space cybersecurity inside real, satellite-telemetry-based challenges. Participants defended AI-enabled space platforms across a 24-hour mission, using real-world tools including METEORSTORM, CSA AICM, MITRE ATLAS, OWASP Gen-AI, MISP, and the Elastic ELK Stack.
As CAIO of TheSIGN 2.0, Mr. Ferguson will help carry that program forward, deepening its AI governance, sharpening its operational realism, and expanding its reach as a flagship pipeline for European and transatlantic space-cyber talent.
In this volunteer advisory capacity, the Chief AI Officer will help TheSIGN 2.0 translate its editorial authority and HI* ecosystem into a durable, AI-augmented platform. Drawing on ethically aligned design principles, AI safety governance, and AI infrastructure operations, the role will focus on:

Through specialized programming, including its Hackathons-as-a-Service model, TheSIGN stress-tests space technology by connecting industry leaders with world-class technical talent. THE SIGN 2.0 represents the next chapter of that mission: a deeper, AI-augmented platform built to scale trusted expertise across the global space and cyber community.
303 Overwatch enters this partnership to help empower THE SIGN 2.0’s mission and to ensure that the AI strategy underpinning the platform reflects the values, rigor, and cross-cultural unity that define both organizations. “Unity is Strength, Division is Weakness,” the African proverb at the heart of 303 Overwatch’s identity, extends naturally to a partnership built around shared knowledge, shared talent, and shared defense of the systems humanity now depends on, both on Earth and in orbit.

He served as Hackathon Architect of the EU Space Cybersecurity Hackathon 2025 in Madrid, Spain. He has completed the IEEE Ethics for AI System Design training, and holds the NVIDIA-Certified Associate: AI Infrastructure and Operations (NCA-AIIO) credential and the Trusted AI Safety Expert (TAISE) certificate from the Cloud Security Alliance and Northeastern University.
